What is a Phase I ESA?

A Phase I Environmental Site Assessment is a non-intrusive investigation of a property's current and historical use, conducted in accordance with ASTM E1527-21 and the EPA's All Appropriate Inquiries (AAI) Rule. The goal is to identify Recognized Environmental Conditions (RECs) — past or present releases of hazardous substances or petroleum that could create regulatory liability for a buyer, lender, or developer.

A Phase I includes a site reconnaissance, records review, interviews, and a written report. It does not include sampling — that's a Phase II. When done well, a Phase I protects innocent-landowner status and gives every party at the closing table a clear, defensible read on environmental risk.
